Candidate for Haywood County Board of Commissioners
Howard William Knepper has filed for a position on the Haywood County Board of Commissioners. This Board is a critical county governing entity and requires individuals of honor and integrity who are willing and ready to selflessly serve the needs of county residents rather than their own personal goals or agendas.
So, the question for Haywood County voters is: Who is Howard Knepper, and does he meet the high standard bar demanded of a County Commissioner?
To begin with, Mr. Knepper's existing public records indicate that his place of permanent residency and his voter registration are in both Florida and North Carolina simultaneously.
Public records further indicate that Mr. Knepper has ran as a write-in candidate for the office of the President in 2012, while a resident of North Miami, Florida; for the U.S. House of Representatives in the state of North Carolina in 2020 with public records indicating he was a resident of North Miami, Florida; and for the office of U.S. Senator in the state of Florida in 2024 while a resident of North Miami, Florida.
Mr. Knepper’s filing as a candidate for the office of U.S. Senator in the 2024 elections indicated that he was a registered voter in the county of Miami-Dade, Florida, and his primary residence, at that time, was 13499 Biscayne Boulevard, Miami, Florida. That was only eight months ago.
Public records further appear to indicate that Mr. Knepper owns numerous businesses in both Florida and North Carolina. Mr. Knepper’s annual business filings for those businesses indicate differing primary residences, but no primary residence in Haywood County. They do include:
9055 NW 33RD CT, MIAMI, FL 33147 in January 2006;
16215 NE 18th Court, N. Miami, Fl 33161 in October 2020;
16215 NE 18th Court, N. Miami, Fl 33161 in July 2024.

Howard William Knepper registered to vote in Haywood County in April of 2025, just 5 months after losing his bid for a Florida U.S. Senate seat. There is no official indication that Mr. Knepper ever filed a change-of-address form with Miami-Dade County, FL, to Haywood County, NC.

There is no record of Mr. Knepper having ever voted in a North Carolina election.
Based on the information available, it appears that Howard Knepper is currently registered to vote in both Florida and North Carolina. This may be an oversight on his part; however, if he is to be a member of the Haywood Board of Commissioners, remembering details is necessary to govern, leaving little room for forgetting to maintain his accurate, up-to-date voter registration by notifying FL that he is no longer a resident of Florida.
Howard Knepper has a website that states he has been a resident of Haywood County for 40 years. Based on official state records, although Mr. Knepper has owned business property in Haywood County for a number of years, there is no indication that he had ever maintained a primary residence anywhere in North Carolina until possibly last April, when he obtained a driver's license and registered to vote in Haywood County. At that time, his address was given as 54 Allison View Lane, Waynesville, NC. But records indicate that he was also maintaining a primary residence at 16215 NE 18th Court, N. Miami, FL.
On July 2nd, 2025, Mr. Knepper filed his NC Business Corporation Annual Report for his business, Philly Italian Pastas & Submarines Franchise Corporation, for Fiscal Year 2024. In that July 2nd, 2025, Annual Report, he indicated that his primary residence was still 16215 NE 18th Court, N. Miami, Florida. This Annual Report was filed two months after he registered as a Republican in Haywood County.
So, where exactly does Mr. Knepper reside? All available records are confusing on this issue, to say the least. Also, is he genuinely a Republican, or is he a RINO (Republican In Name Only)? Is he a serious candidate dedicated to serving the people of Haywood County, or is he a professional candidate looking to be elected to office anywhere just for the title and status?
Mr. Knepper has previously campaigned for elected offices as an Independent. On this basis and the article below, written in the Miami New Times in May 2012, it would appear that, at best, Mr. Knepper is a RINO looking for status.
The following documents indicate that when Mr. Knepper registered to vote in Haywood County, he may not have been an actual resident of the county and may still have been a registered voter in Miami-Dade County, FL.

Howard Knepper, Miami’s Presidential Candidate, Wants to Invade Cuba and Protect a Chimp Named Jerome

Howard Knepper wants your vote for president. He also wants to invade Cuba. Most importantly, however, he wants you to tell you a story about a chimpanzee named Jerome and his donuts.
The completely unheard-of Republican businessman from North Miami doesn’t seem to have raised any money. And he doesn’t even seem to be that Republican, advocating a bizarre mix of progressive and conservative positions. But he does have one hell of a campaign website, complete with a busty, blond, unblinking bodyguard in the background of his video.
Knepper did not return a request for an interview, but his website speaks for itself — in a poorly punctuated, occasionally misspelled mélange of progressive policies, hawkish threats, and bizarre preoccupations.
On Cuba, for instance, Knepper says: “If I were elected as President of the U.S., I would do everything in my power to convince the congress of the U.S., to support a U.S. military invasion, to overthrow the Castro regime.”
He also calls for the militarization of the U.S.-Mexico border and the destruction of Iranian and North Korean nuclear programs.
On the more liberal side, however, Knepper favors universal healthcare, increased federal regulation of the housing and banking industries, and amnesty for undocumented immigrants who are productive members of society.
And then there’s this random but passionate diatribe against the use of chimpanzees in laboratory testing.
