Convention of States - Bringing Back Government Integrity


The Convention of States Action (COS) movement has reached a pivotal moment, not just in North Carolina, but across the country. Congress is at an impasse, incapable of working together for the good of the Republic.


The last time Congress passed all required appropriations bills on time was in 1997. Since then, Congress has been unable to meet budget deadlines, resulting in government shutdowns and continuing resolutions.


Far too many congressional seats are occupied by Representatives and Senators who have turned temporary service to constituents into lifelong careers, with many holding those seats for 20-plus years. This longevity creates the accumulation of excessive influence and power.


The federal government has exceeded its constitutional bounds: It is too big, too intrusive, and too expensive. Congress functions as a national legislature, far beyond its "few and defined" powers, to encroach on the constitutional rights reserved to the states and the people.

These grave concerns, coupled with ongoing political violence throughout the United States and the millions of illegal immigrants who are devastating American taxpayer-funded resources, will result in an unprecedented surge in momentum for the Convention of States movement in the coming year. This clearly signals that the time for meaningful constitutional reform is now. When leaders at the highest levels of government publicly support COS, it confirms the movement’s growing influence and potential to reshape the future of America’s governance.


Like all states within the United States, North Carolina faces ongoing challenges related to federal power, fiscal responsibility, and political accountability. Citizens and lawmakers alike recognize the need to limit federal authority to protect individual freedoms and state sovereignty. Article V of the Constitution offers "We the People" a constitutional path to address these concerns by proposing amendments that:


  • Enforce fiscal restraints on federal spending.

  • Establish term limits for members of Congress.

  • Place permanent limits on the scope of federal government power.


These reforms would restore balance between the federal government and the states, ensuring that power remains closer to the people as was intended by our Founding Fathers.


The COS movement’s success, to date, is not just grassroots enthusiasm; it has attracted significant backing from prominent political figures. Vice President JD Vance, Secretary of State Marco Rubio, Secretary of War Pete Hegseth, Secretary of Agriculture Brooke Rollins, Ambassador to Israel Mike Huckabee, and White House Press Secretary Karoline Leavitt are among the administration leaders championing the cause.


This level of endorsement sends a clear message to state legislators and voters: the convening of a Convention of States under Article V is the constitutional plan to safeguard America’s future. Their support helps legitimize the movement and encourages state lawmakers to take action during upcoming legislative sessions.



President Trump’s recent post on Truth Social about the Convention of States has energized supporters and lawmakers alike. By sharing an article from Just the News that frames COS as a way to cement his legacy and protect limited-government gains, Trump has positioned the movement as a critical step toward lasting reform.


This endorsement will resonate strongly with state legislators who follow the president’s lead. With 38 states beginning their legislative sessions within the next 60 days, the timing could not be better for COS advocates to push for approval.


State lawmakers hold the key to advancing the convening of an Article V Convention of States. Fifteen states, including North Carolina, must pass a resolution calling for a constitutional convention to propose amendments. Currently, nineteen states have successfully passed such Resolutions, requiring just fifteen more states to follow suit. The process will then require ratification by two-thirds of the states (thirty-eight), making widespread support essential.


Legislators must consider the following:


  • Voting for COS aligns with protecting state rights and limiting federal overreach.

  • Supporting COS responds to growing public demand for fiscal responsibility and government accountability.

  • The movement offers a clear, constitutional method to enact reforms without waiting for Congress to act.


As states convene their sessions, legislators have a unique opportunity to join a historic effort to restore balance in American governance.



Public support is crucial to advancing the convening of a Convention of States. Citizens can help by:


  • Contacting their state representatives to express support for COS resolutions.

  • Educating themselves and others about the benefits of limiting federal power and imposing fiscal restraints.

  • Participating in local and state advocacy groups focused on constitutional reform.


Grassroots involvement ensures that lawmakers hear their constituents' voices and understand the urgency of the movement. North Carolina can be the twentieth state to pass a resolution calling for the convening of a Convention of States. However, if North Carolina is to succeed in passing such a Resolution, then the citizens of North Carolina must become engaged. Calling your Representatives and Senators to let them know you support COS and you want their support in getting that resolution passed; volunteering as leaders, gun show booth assistants, helping with phone bank calls, or donating to COS, are just a few ways North Carolinians can become involved.


If the Convention of States movement achieves its goals, the United States will see significant changes that strengthen our Republic and protect our freedoms. Term limits would reduce entrenched political power, fiscal restraints would promote responsible budgeting, and limits on federal authority would empower states and individuals.


This movement represents a rare chance to make lasting constitutional changes through a transparent, democratic process. The momentum is building, and the next year will be critical to COS's achieving its mission to convene an Article V Convention of States. Now is the time for all North Carolina residents who wish to see a restored and rejuvenated United States to step up and patriotically act.
