Trump's Exec. Order To Reshape Fed. Workforce & Accountability


President Trump has taken a significant step to reshape the federal workforce by signing an executive order aimed at increasing accountability among federal employees. This order will fundamentally change how the administrative state operates.


President Trump’s new executive order, titled “Implementing Schedule Policy/Career in the Excepted Service,” revives a controversial classification known as Schedule F. This classification targets senior federal workers in influential, policy-related roles by reclassifying them as at-will employees. This means these employees can be removed more easily if they refuse to carry out lawful orders from the administration.


The Trump administration’s fact sheet highlights a key motivation behind this move: a plurality of senior federal employees in Washington, D.C., reportedly said they would ignore lawful orders from President Trump if they considered those orders bad policy. This resistance has been part of the “deep state,” where career bureaucrats hold significant power by resisting political directives.


Scott Kupor, director of the Office of Personnel Management (OPM), explained the new classification’s purpose clearly: employees can hold any political views, but if those views interfere with their willingness to carry out lawful orders and policy directives, this order provides a mechanism for their removal. This represents a shift toward stronger accountability and control over the federal workforce.


This executive order will transform the federal workforce in several ways:


  • Increased Accountability: Federal employees in Schedule F positions will face greater scrutiny. If they refuse to implement lawful policies, they can be removed swiftly. This reduces the ability of employees to resist political leadership through bureaucratic inertia.


  • Shift in Power Dynamics: The order shifts power toward elected officials and political appointees by limiting the job security of senior policy workers. This will reduce the influence of career bureaucrats who have traditionally shaped policy implementation.


The executive order comes at a time when Congress is actively funding key federal agencies like ICE and CBP through the reconciliation bill. The Senate’s recent approval and the House’s upcoming vote show a focus on immigration enforcement and border security. The executive order complements this legislative push by ensuring that federal employees in these agencies and others are aligned with the administration’s priorities.


If the House passes the bill and President Trump signs it, the administration will have both the funding and the workforce tools to implement its agenda more effectively. This combination will lead to faster policy changes and more direct control over federal operations.


Examples of Potential Changes in Practice:


  • Faster Policy Implementation: Agencies like ICE and CBP will see quicker adoption of new policies without delays caused by internal resistance.


  • Removal of Non-Compliant Employees: Senior employees who openly oppose administration policies can now be removed, making room for personnel more aligned with current leadership.


  • Changes in Agency Culture: The workforce culture will shift toward greater political alignment, potentially affecting morale and long-term institutional knowledge.


The administrative state has long been characterized by a balance between political leadership and career civil servants who provide continuity. This executive order challenges that balance by making it easier to remove senior employees who do not comply with political directives.


This change will lead to Reduced Bureaucratic Resistance. The ability to fire employees who resist will reduce delays in policy execution.


President Trump’s executive order on Schedule F represents a bold attempt to reshape the federal workforce by increasing accountability and reducing resistance to political leadership. As Congress moves forward with funding key agencies, this order will accelerate the administration’s ability to implement its agenda.
