Auditor Dave Boliek Exposes DMV Mismanagement


The recent audit of North Carolina's Division of Motor Vehicles (DMV) reveals a troubling pattern of mismanagement under Democrat leadership. State Auditor Dave Boliek fulfilled a key campaign promise by releasing a detailed report that highlights ongoing problems within the DMV, many of which trace back to the tenure of former Governor Roy Cooper. The findings paint a clear picture of an agency struggling with customer dissatisfaction, employee burnout, and failed modernization efforts, all of which threaten the state's workforce and economy.


The audit shows a sharp increase in customer wait times at DMV offices across the state. In fiscal year 2025, nearly 14% of visits lasted more than 2.5 hours, almost doubling the 7.7% recorded in 2019. This 78.8% increase affects both rural and urban areas, making it difficult for residents to access essential services efficiently.


Long wait times not only frustrate customers but also reduce overall productivity. Many North Carolinians rely on timely DMV services for work, travel, and business operations. When these services lag, the ripple effects impact the broader economy and workforce participation.


Employee Burnout and Attrition


The audit highlights rising employee burnout and turnover within the DMV. Staff shortages and low morale contribute to service delays and inefficiencies. Without a stable and motivated workforce, the DMV struggles to meet the growing demands of North Carolina’s population.


This issue worsens when leadership fails to address personnel management effectively. The audit notes that the DMV has not developed a comprehensive personnel management plan, which is critical for recruiting, training, and retaining skilled employees.


Failed Modernization Efforts


Modernizing the DMV’s IT infrastructure remains a significant challenge. Despite recommendations from a legislative study in April 2024, the DMV and the Department of Information Technology have not fully implemented key steps. These include:


  • Completing a comprehensive DMV Application System Modernization project plan

  • Prioritizing IT infrastructure components to improve customer experience

  • Starting data cleansing procedures necessary for successful IT upgrades


Without these improvements, the DMV risks falling further behind in technology, making it harder to provide efficient and reliable services.


Lack of a Current Strategic Plan


Since 2019, the DMV has not developed a new strategic plan outside of the Department of Transportation’s broader plan. The last DMV-specific plan was created in response to a 2018 performance audit and involved consultation with the UNC School of Government. The absence of an updated plan means the agency lacks clear direction to address ongoing challenges and adapt to changing needs.


Political Accountability and Leadership Failures


Auditor Boliek’s report points directly to mismanagement during Roy Cooper’s administration. While Cooper now seeks a role in Washington, the audit suggests he left unresolved problems at the DMV. The report criticizes Cooper for prioritizing left-wing special interests over the needs of North Carolina residents.


This audit serves as a reminder that leadership matters in public service agencies. When leaders fail to address critical issues, the consequences affect everyday citizens who depend on these services.


What This Means for North Carolina


If the DMV’s inefficiencies continue, the state faces serious risks:


  • Reduced workforce participation as residents struggle to access necessary services

  • Negative impacts on business operations that rely on timely DMV functions

  • Lower overall economic productivity due to service delays and administrative hurdles


Addressing these problems requires urgent action from current and future leaders. Implementing the audit’s recommendations can improve customer experience, support employees, and modernize the DMV’s technology.
