Cash Reserves Dwindle Due to Debt Payments

Haywood County's Budget Crisis


Haywood County is facing a significant budget challenge this fiscal year. The county has withdrawn $24.7 million from its cash reserves, more than four times the usual amount and twice what was initially planned. This sharp increase in reserve use has raised concerns about the county’s financial stability moving forward. The main reasons behind this budget strain are large debt payments, including those related to the jail expansion, and costly cleanup efforts following Hurricane Helene.


At the start of the fiscal year, Haywood County planned to draw $10.9 million from its cash reserves. A substantial increase compared to typical years. However, the actual amount has more than doubled to $24.7 million. The largest single expense contributing to this rise was $11 million spent on debris removal after Hurricane Helene. This cleanup cost will hopefully be reimbursed by FEMA, but the approval of those funds remain uncertain.


Without the FEMA reimbursement, the county’s fund balance will remain critical. This situation will force county commissioners to make difficult choices for the next budget cycle. These choices include reducing spending, increasing taxes, or taking on additional debt while waiting for federal aid which may or may not come.


Debt payments related to the jail expansion have added pressure to the county’s finances. In fiscal years 2025 and 2026, Haywood County used over $3.4 million from its fund balance to cover these expansion costs and will face another $2.2 million payment in fiscal year 2027. These payments will continue annually until 2044, although the amounts will gradually decrease.


By the time the debt is fully paid off, the county will have spent more than $35 million on the jail expansion alone. This figure includes only debt payments and does not account for additional costs, such as staffing and utilities, for the larger facility.


The county commissioners face several options to balance the budget:


  • Cutting Expenses: Reduce spending in various departments and programs to help close the budget gap. However, this approach will affect public services and projects.


  • Increasing Taxes: Raising the tax rate to generate additional revenue, but this approach will face resistance from residents and businesses already feeling financial strain.


  • Taking on More Debt: Borrowing funds to cover short-term needs to provide relief, but this would increase long-term financial obligations and interest costs.


Each option carries trade-offs, and the commissioners will need to carefully weigh the impact on residents and county operations.


While FEMA reimbursements and jail debt payments are the largest factors, the county must also consider other expenses in the upcoming budget. These include:


  • Increased staffing needs for the expanded jail

  • Higher utility and maintenance costs for county facilities

  • Ongoing operational expenses for public safety and community services


These additional costs will complicate the budgeting process and require careful planning.


The county commissioners will continue discussing the budget in the coming weeks. A draft budget is due by May 4, followed by a public hearing on May 18. The commissioners must adopt a final budget by June 30 to ensure the county’s financial operations remain on track.


The budget challenges facing Haywood County will affect many aspects of daily life. Potential service cuts or tax increases will impact residents and local businesses. At the same time, the county must maintain essential services and manage long-term debt responsibly.


Residents are encouraged to stay informed about the budget process and participate in the Haywood County Board of Commissioners' public hearings. Engaging with county officials can help ensure community needs are considered as difficult financial decisions are made.
